Both.  In order to get it pre-sail you cannot book online with the discount so you have to call them and ask for it

Yes… unless it’s a flash sale.  Check the fine print at the bottom of the offer.

Nearly all pre-sailing purchases including wifi are fully refundable if cancelled 72 hours before the sail date.  So, one could buy now with the CC discount and if there's a flash sale you simply cancel the purchase and re-buy.  It should be noted in the past, X has increased the cost of the wifi without warning

If I booked through a travel agent do I have to go through them again to book a pre cruise wifi package with the CC discount? Or can I do it myself by phoning Celebrity?

I book through a travel agent and I always call to Celebrity to upgrade the WiFi. Never had a problem.
