Cabin Availability

I’ve been checking constantly to see if a JS is available for upgrade on an upcoming cruise.  I checked just now and it showed a JS available, I refreshed  and it was gone then appeared again then disappeared again.  I called and RC said there are not available.  What would cause this on the website?

If there is one and someone else is also clicking on it, each time someone clicks on it, it will not show for the next whatever, seems like around 15 minutes.

^ Exactly this. You just have to click on it and it puts a lock on it.  I was also told it is for 15 minutes.  If you locked it, they can unlock it for you.
