Do you pay VAT taxes or other taxes on the upgraded drink package if you wait until onboard

Depends on where you’re at.

Miami, Mexico, Belize?

nope - there are few places around the World that require cruise ships to add a VAT tax to any purchases that occur in their waters - Spain, Brazil come to mind.. we have had cruise staff remind us and suggest we wait a day or two to purchase something once we have left those areas.

Remind me, for Brazil once you leave their waters the extra VAT goes away?

And for Spain is there some special rule? Something like if you embark in Spain then extra VAT applies until ship is at non-EU port or is that bad or old info?
