Does Barbados cruise terminal have people selling tours, like other ports?

Yes…..

Inside is the Official Tourist Office, where one is potentially able to purchase group and private tours from official/registered operators only.  Be warned, popular official group tours (priced accordingly) sell out fast prior to one’s arrival, potentially leaving only private tours, with the usual price variances.

Best to consider purchasing a tour prior to arrival to avoid any possible disappointment.

The drivers being unlicensed, unregulated and without any price controls, do congregate outside the dock gates, being ‘herd enthusiastic’ to anyone to ventures outside on foot.

Unlicensed and unregulated drivers are not allowed to enter the port area. There is strong enforcement port security at the gates.
