Been on over 10 NCL cruises and I have never seen or experienced that.

Because it's not true. They offer a single option as an upgrade (a Cagney's steak), but the full specialty menu has 10+ choices across starters, apps, mains, and desserts that are unique to each specialty.

 

It's like saying you've eaten a taco once in your life and saying you've tried everything taco bell has to offer so there's no need to ever visit. Just pure silliness.
