Does anyone know if there is a way to combine it with a percentage discount offer or a welcome back offer?

They are totally unrelated. 1 is a discount, the other is a form of payment.

If you are booking on your own and the issue is that you can only apply 2 offers, put in your % offer and 1 CN - which serves as your initial deposit. Then make a payment using the 2nd CN. Not sure if you can use a 2nd % without the assistance of a rep.
