For example, for a double ocean view on a certain cruise line the fare is $4800 per person for a double, and $5800 for a single occupying an identical room. And no, you should never be charged the tax and port charges for anyone but yourself. You will pay a single supplement which will be up to 100% of the second person's (or double occupancy) rate. But there are cruise lines that will scale that amount, or sometimes there are solo promotions that have a reduced rate. But typically it can be up to the full double occupancy rate. And as mentioned, you will only pay one person's port fees and taxes. But as @Shorex mentioned there are cruse lines that offer solo based staterooms on some of their ships (ex: RCI, Celebrity, NCL) and although the staterooms are typically smaller, they are intended for only one passenger and the fares, while usually at a rate that is more than the typical solo fare with double occupancy, are significantly less than the typical double occupancy fare.
