Can anyone tell me if you have to book any excurstion or jet ski rental, parasailing, etc. directly through RCCL or can you sign up for things when you dock there?

It's RC's private port. The only available excursions are their own - no independent operators. If you want to be sure of the availability and time of your activities, you may as well book now on the website. They DO sell out. On the other hand, if they can't fill the really early slots, they sometimes drop the price at the last minute, just like cruisefares. :)

It all depends on how much your heart is set on a certain excursion. If you REALLY want it, BOOK IT NOW. If you're indifferent, wait until last minute like Marion suggested. :)

You also need to know that the waverunner excursion is a group ride. They don't rent waverunners for individual riding.
