Is it really a gratuity?

In talking to an HAL rep today, and searching the World Cruise booklet, the 15% charge on the bar bill is considered a service charge, not a gratuity. So our question is, from where does the bar staff receive tips??

Since we're discussing tips, I have a question! How in the world do you know who to give tips to, over the $10 per day per person amount? What about the concierge? Is it expected that you tip the room service guy?Should you tip extra to your room steward and dinner steward if they do a great job? (we did the last several cruises). We just would like to know!

You can tip anyone you'd like to, of course, but many people reserve the giving of tips to those who go beyond "standard" service. Use the search function of this forum to find threads on "room service" and "concierge" to get an idea of what people consider "appropriate" tips.
