Isn't it odd that most people who think you shouldn't have to dress up for formal nights, are the same ones who think you should dress up to sunbathe.. Oh and BTW, I'm one that doesn't fit your observation....I think you should follow the dining regulations, whatever they are just like you should follow the rules in all of life, and I think that topless sunbathing is something I would rather not see on cruise ships.
