No, as far as I know you're not wrong. Princess has "Anytime Dining", NCL has "Freestyle Dining", and Holland America is introducing "As You Wish Dining". I haven't seen anything similar for RCCL, but expect it soon :)! I don't know for sure, but I've never heard of an OBC that wasn't able to be used for any charges onboard (including tips).
