The card is good for land or sea arrivals from Canada, Mexico, the Caribbean, and Bermuda. It is NOT valid for air travel from those locations. The passport card is cheaper than the passport book, and has the same validity period. When the final WHTI regulations go into effect most people will still be able to use the BC/DL to cruise; land border crossing however, will not. They will need either a passport or passcard. If you are a cruiser, and you are going to spend money to get a travel document, go for the passport. The passcard does not give a cruiser anything more than a BC/DL does.
