Best cruise line for kids

My family is planning a cruise in 2009. My Daughter has 2 toddlers. one will be 3 and the baby will be 18 months. Outside of Disney which cruise line is the next best for kid programs. Which is best for the 18 month old. cost of baby sitting. anything else people can share. John
