Victory - time change?

We will be sailing the Victory to Canada in June. An independent tour operator in Halifax told my sister that the ship doesn't switch to local time but stays on New York time - is this true? We are taking a ship tour at 11:00 (per Carnival's schedule) and want to make lunch reservations for afterwards. So if Carnival says the tour starts at 11:00 and is an hour long, should I make the reservation for 12:30 or 1:30?
