Embarkation times...

We are sailing the CB on March 15 from San Juan. Our cruise docs state check in is 2 pm - 9 pm, sailing is at 11 pm. It suggests that we arrive AFTER 3 pm for faster check in. If they ALL say this, won't everyone arrive after 3pm? How can this make for a faster check in? Just wondering what time everyone usually arrives for embarkation and how early they let people onboard.....anyone?

Even though it says that we always get to the port around 10:30 and board by noon if the prior cruise didn't have any issues. ;)
