Probably right but making some finishing touches (painting and such) and not having things even fully constructed are two differing things. It's all relative. Some cruises lifts, toilets and so on don't work. I haven't heard that there was much construction remaining. Even the lead article on the construction side just mentions a drain cover not in place; hardly a big deal. It does appear to be mostly finishing touches.
