The CDC still could extend the no sail order.... No way the cruise lines aka Carnival will be ready by Nov 1st..

Port of Miami has had cruise ships come and go out on weekly basis for last few months including Navigator of Seas

They've had to repeatedly set and reset start dates every time the shutdown got extended. I find it hard to believe that they'd commit to a start date without having the plan in place to be ready for it. I think they're ready, willing, & capable.
It's still not official start date!!!!!!!!! The CDC has not approved the new guidelines nor had a White House meeting yet

good luck!!!!! Chances are there are no cruises in November. RCL, NCL, and MSC already have canceled all of November cruises from United States

if the no sail order is lifted on Oct 31st it does not mean that cruises will resume on Nov 1st.. There are many steps to restart cruising, especially now
