If the priority is to limit handling suitcases, you might want to consider staying in Mesre and taking the ATVO Airport Express Bus from Treviso. 12E for the 50 minute ride. The ATVO buses are like a big greyhound bus, comfortable, A/C and luggage goes in the hold beneath . The bus will drop you off next to the train station in Mestre where there are several hotels. Mestre is the last stop on the mainland before crossing the bridge into Venice. This makes it more affordable than Venice, but you can easily reach Venice by bus or train in less than 10 minutes and a few E. And when you're ready to head to Trieste you can take the train from Mestre. There are several hotels within a 5 minute walk of the PRoma. (If you need an elevator be sure to ask ). The Grand Canal is only 2-3 blocks from PRoma so easy access to start your sightseeing. You pay for the convenience tho. Mondo is recommended in Rick Steves guides. We hired a private driver when we visited Naples in Sept 2019. Our port time was 7 - 7. I think you'll be fine with your port times. You really need to think about where and how to spend your time tho. Our original plan was to see Pompeii and the Amalfi Coast. But as I researched the various tours, I found that companies that offered both, didn't really spend any time on the coast; they either went to Sorrento ( which didn't interest me) or stopped at an overlook above Positano. Our priority was the Amalfi Coast and we wanted to spend time in Positano, Amalfi AND Ravello. So we reluctantly decided to skip Pompeii. With a private driver we could make our own itinerary. Typically they do an 8 hr day, but we asked for an extra hr, so our loop took 9 hrs, from 8-5. We had at least an hr in each village, rode the ferry from Positano to Amalfi, a leiurely lunch in Ravello, and on the return drive we didn't retrace our steps but came back thru the mountains. It was a great day! If you limit your time on the coast to visiting only one village, you'll have no problem getting back on time. But as I said, our focus was to see a few villages. When I discussed our original plan with the company, they said no way. There wasn't enough time to see all 3 villages AND Pompeii. They didn't want their reputation ruined by my overzealous plans ! For the past few yrs, a taxi has been 40-45E from the airport to Piazzale Roma. A 20 minute ride. I've always used the ATVO Airport Express bus, 8E It's like a greyhound bus ... no stops and is also a 20 minute ride. Luggage goes in a hold beneath the bus. Leaves every 30 minutes.

I guess it depends on what you plan to do after you get off the ship. The Health Minister published new rules effective today ..... masks will be required for trains, buses, etc thru May 31. We were on NCL Epic in Sept 2019. Based on what I see in the Civi Port guide, the process is the same. There was a free shuttle between the pier and port entrance (Largo della Pace), then a city bus to the train staion for 2E. There was a line at the ticket machines in Civii station, so we bought our tickets at the little shop next door. They only sold RT tickets so we bought R/T Ostiense, then hopped off early at S Pietro. We ended our day near the Circus Max, so caught a cab to Ostiense. Easy. Interesting to hear that the Civi Express traffic is light so far this year. My guess is that most people disembark the ship asap and catch early trains to Rome in order to maximize their time in port. Our train left Civi at 9:30 and left Ostiense around 4, which definitely limits your time in Rome.
