Does it help the crew to upgrade onboard?

If you buy on a day you are "At Sea" in the Mediterranean, does that avoid EU VAT taxes? I'm thinking that could be a good day to make all on board purchases (upgrades, shopping, etc).

 

If your cruise is out of Spain you will be charged VAT the whole sailing even when out of Spanish waters unless your cruise has a non EU port. Other med cruises my experience is no VAT charges when out to sea. My sailing from Spain had Kotor which was not in the EU so we never paid VAT. (Montenegro has applied but I don't think they are in yet)

 

Also when sailing out of Florida if you upgrade you have your server hold off running the upgrade thru until 12 miles out and no sales tax charge. My servers always volunteered to do that.
