Yes........there were even people swimming during the midnight buffet and dance party on the Monarch cruise I was on in May.

 

I could be wrong but I dont think they close the pools unless they are doing maintenance on them. :confused:

They should be open almost 24/7...just to clean them is the only time they're closed...or if the seas are too rough.
