Philadelphia and Charleston HO-HO buses?

Does anyone know whether these two port stops will have hop-on, hop-off buses? We usually enjoy their tours a lot, but I haven't found info about them in either city. Thanks.

Charleston does not have the HOHO buses and if you take a carriage ride, it is against the law to get out of the buggy at any time other than the begining and end of the tour.
