question about rates

I am looking to go on my first cruise in the middle of this year. As I look around for prices and stuff I am wondering if the prices are per person or per room? For example if I find a cruise I am interested in and it has a balcony for 1500, is that per person or for the room? If it is per person, what is to stop people from buyng the balcony for 1500 and then getting the second person on the trip a 400 interior room? This would mean the two would get on the boat for 1900 and would sleep in the balcony as opposed to buying two balconies for the price of 3000. Forgive me if this is a silly question but I am used to flat rates at hotels for the room only, now that I am planning a cruise I am confused on how this works.
