Lisbon: pier to airport

How far is the Lisbon airport from the pier? Is it best to take a taxi or is there some type of airport shuttle that would be cheaper? Cost for party of 4? (ship wants $28 per person to ride their bus).

When we flew to Lisbon we went to the airport Information desk and purchased a transportation ticket at a set fee (I think it was around $17). We were told to wait a few minutes while they called for some one to pick us up. Within 15 minutes our driver came, escorted us to his Mercedes car and drove us to our hotel. I thought this was a nice plan. He spoke very good English. He was also a licensed tour guide and offered to drive us around to the different areas for a set fee; we were on a tour anyhow, so did not take him up on his offer.

We have never been to Lisbon and will be visiting in mid-May, can anybody suggest the highlights?

 

Also how far is the port from the city, especially the old city?

Earlier threads have indicated that taxi drivers are not so forthcoming when quoting rates from the pier to the airport ("meter's broken" or quote inflated prices) - what is a reasonable cost expectation for 2 people + bags?
