Closed Loop Cruise - (a cruise that departs a US port and returns to the same US port) ((ie, a cruise that departs Miami and returns to Maimi)),,, then the answer is NO. A 2yo does not NEED a passport. Only an approved birth certificate to prove citizenship. However, to fly into or out of the US or to drive across the border into Canada, a 2yo would require either a passport book or a passport card. What's the difference? A passport card is not good for flying across borders. It's only good for land or sea crossongs. FWIW: My 3mo grandson just received his passport book. In fact, it gets even more complicated if you try to take a baby, child, or teen out of the country without both parents being present.
