You can't use part of the points, you have to use whatever the amount is required for the upgrade. The amount of credit will be the difference in price between the minimum available inside and the minimum available outside. Just be aware of the best use of the points when you use them for upgrades or free cruises that depend on current pricing that may vary. For example, if you were considering using 15000 points for an inside to outside upgrade, but the difference in stateroom price was only $50 per person, then you would be only getting an $100 benefit.
