If you print out your itinerary, the boarding time will be listed. Typically it states 1:00 PM.

Sometimes they will let you board earlier, but there is no guarantee that they will.

We are sailing on Grand out of Southampton, and there is actually a schedule by the deck. We haven't sailed with Princess since 2011, is this something new?

It is, say within the past six or so months. The notice should say that it's a recommended schedule, for those passengers with flexibility, or some wording like that. In other words, you can still arrive early, if you wish. Or late. They haven't been turning people away in Southampton this summer.
