We visited Key West and Cozumel. We stayed at the Hampton Inn Rocky point area. They offer free shuttle to and from the port or airport. They will also shuttle you to local restaurants and grocery stores. The hotel is just west of the airport. They offered a nice buffet breakfast and a free newspaper. There is a Bahama Breeze restaurant just across the parking lot. The restaurant sits on the bay with a large covered outside veranda with live music. The food is excellent! You can google Bahama Breeze in Tampa for the menu list. There is also a Whiskey Joes just down the street, but you will need the shuttle for that due to the heavy highway traffic. The food there is excellent also and overlooks the bay also. The Jewel will be leaving Tampa in May. The Brilliance of the Seas will be taking her place in the fall. This area would be the closest to the port http://www.downtowntampahotels.com there is a publix grocery not too far but it would mean a taxi or hotel shuttle. .
