Carnival European Excursions - When to book?

We just returned from the Baltic cruise. We had two excursions booked through Carnival; one we booked in advance, the other we booked on board after the port talk. I didn't see any tours listed as sold out by the time we boarded, although I know the Grand Tour in St. Petersburg either sold out or was close to being sold out shortly before we reached SPB. Same for Berlin.

For anybody out there that has booked excursions through Carnival for Europe, when did you book the excursions in regards to your cruise? Any information would be greatly appreciated!:)
