First time RC. Taxes and fees

On our RC cruise the taxes and fees have decreased about $18 for 2 people since I booked it. Will this amount be an OBC? On Carnival when I asked why we had money credited to our OBC account, they said it was because port fees/taxes had went down since our booking. I just wondered if RC did this also. (Carnival Guest Services said it was illegal to charge more than the port fees/taxes than they were in effect at the time of the sailing; however, I am not sure if this is true.)

I can't say for sure with regard to your sailing, but we have gotten OBC several times due to changes in taxes, so I know Royal does this from time to time.
