Insurance underwriters will insure you for just about anything, including bad weather spoiling your cruise, but you won't get that coverage as part of your normal travel insurance package. Depending on the risk, it may not be cheap either. Insuring against rain in the Sahara desert? Probably not too expensive. But don't go looking for rain insurance in the Caribbean unless you have very deep pockets!
