I would wear thong sandals to the dining room, but not the rubber/foam $1 store flip flops. Now I have seen ladies wearing the platform flip flops (foam 2" soles) with the sequined straps to the dining room. I think that is the bare minimum you could wear and look ok. I would consider the middle pair, but I'm not sure if my work will count those as flip flops this summer. The last pair, I wear to work regularly and will likely wear to dinner.
