I have an idea why - but interested to know your opinions. Had not thought of that. Embarking in St. Petersburg, considering visa requirements and current tensions with Russia, might be less popular than embarking in Berlin. That said, it seems like the algorithm is way out of whack unless there is a lot of demand for Berlin to St Petersberg and people getting off in Russia. I was amazed at what we could pull together in 2 weeks to take advantage of that price. If you're not picky about your cabin, just wait and book after final payment. Betcha prices will drop a lot. If we decide to do this, it will be because we would be ending a river cruise in Berlin and would need to coordinate.
