Can anyone tell me if there is a difference between the NCL Skagway train tour and the Chilkoot Charter train tour?

You didn't post a link for the NCL tour so there's no way for us to know what it entails. You'll need to look at the web sites to compare tour information.

A major difference, if a road trip is involved, the cruiseline will be on large tour buses with fixed stops. Far superior with the independent, who have smaller shuttle vans, can load and unload people at stops much faster and can stop more frequently.

 

The train portion is exactly the same, if the same distance?
