Is there a way to use an AT&T iPhone 6+ on the NCL Pearl sailing to Alaska and Victoria, BC without incurring Cellular at Sea/Internet charges providing the phone has an international plan and the ship is within range of other cell phone towers?

No there isn't . Victoria will a roaming charge because your outside of the US. On board ship unless you use the WiFi or Cellular at Sea , no way to use the phone except for apps that don't require a data connection.

ATT has a Canadian calling plan add on that could be used. It can be added on for just one month and allows calling to and from Canada for a non roaming rate. Wife has it in order to talk to our daughter that lives in Canada. Saves a lot of money. Verizon has nothing like it.
