I have read number of posts which highly recommend them for cruise parking. Is the parking outdoor or covered/garage?

It's outdoor. Very conveniently located right outside the Eller Dr port entrance.

We used them the first time in April and were very pleased with everything. Will use them again in October.

We plan to park at Park & Go, also. What is the procedure when returning from the cruise? I have found the information on this limited. Do we call them when we are getting our luggage or do they have a roaming shuttle?

Both. You may call them, but they have frequent shuttles. When we used them in April, I called, but the shuttle was in the area and picked us up about 5 minutes later.
