The answer is something like on a british uniform. We were talking to someone about how we learn so much at trivia and both of us can't remember this. Any ideas? I think you mean "cocked hat" generally tricorn; or three cornered hats had turned up, or cocked brims making them cocked hats. The flap at the back of British Navy Uniform is a Tar Flap. Probably from Jack Tar, universal name one of our sailors. Incidentally the name for traditional pudding in the Royal Navy is Dick and one of the most famous of these is the Spotted Dick. A suet pudding cooked in a linen wrap tied at the ends immersed in water. The spotted variant also had raisins in it giving it a spotty appearance.
