I want to ad my suggestion that the OP go to a bridal shop and look at chiffon shrugs, if she is hesitant. They sell these for bridesmaids to wear with strapless dresses for the church ceremony where more coverage is required. They come in many, many colors.

Good suggestion! Tie it on the side so it does not look matronly. They also sell "corsets' with a proper fitting bra and smooth you down to your belly button if necessary!

Whatever the age of the wearer, a strapless dress must fit perfectly. I've seen so many young women wearing strapless who are constantly pulling up and adjusting the dress. Very unattractive.
