Very simple - RCI can assign you to any balcony (D0-D8) if you choose the X GTY rate. The assignment can come anywhere between booking and showing up at the pier (though typically you get it within a few days). If booked under US rules, you can move after the assignment to another available balcony within the same exact category (D6 -> D6).

 

Biker hit all the notes. One tiny addition: There is a minuscule chance that you will get MORE than a balcony. The guarantee is that you get 'at least' the purchased category.

The chances of an upgrade are a bit better on Anthem if the Z ( inside) is booked since that ship has the highest ratio of balconies.
