Question about Sabor on Navigator

We will be on NOS in April. Looking at eating at Sabor and have a question. When looking on line, it says $25.00 per person to book. If you go to the menu, it then gives separate prices for the food items. While on our recent Oasis cruise, there was no " cover charge " and we just paid for what we ordered. Anyone know exactly how it works on NOS ? Thanks...

Flat fee on Navigator.

Think we will pass then. $50.00 for mexican dinner is a little too high. On Oasis we had the guac, chips and split one quesadilla and were full for $12.00. Rather spend the money on Giovanni's.....:)
