It is a long strip of dark sand bordered by 2 star hotels along the gray Atlantic Ocean. I stayed there maybe 15 years ago, didn't like it and never went back. I much prefer Punta Cana with its white sugar sand and aqua blue Caribbean water. I have no idea what a cab might cost you today. Perhaps pre-arrange a day pass at one of the resorts there? Closest beach is at the hotel next door (it is a small beach area) http://www.riupuertoplata.com There is a nice beach in downtown Puerto Plata on the other side of the fort.
