I figure registering is a help to State Department. When the cruiser's Aunt Gertrude, the cat sitter, calls the State Department about troubles in Turkey, the State Department can tell Aunt Gertrude that her relatives are cruising in the Baltic and are nowhere near Turkey. "Really, ma'am, nowhere near Turkey."
