OBC from TA - Is this usual?

After comparing costs and OBC for a cruise I booked with a TA. I was happy with price I paid and still am. At time of booking TA told me that "he" was giving me $190 in OB and RCL was giving me $100.

 

Yesterday I had to call RCL re: 10,000 points for an RCL card I had signed up for. No problem w/this.

 

When I was talking with rep she told me that I would be getting my gratuities paid since that was RCL's promotion on the day my cruise was booked.

 

I had never heard about paid gratuities for my trip so I wrote my agent for clarification. I asked my TA if I was getting $190 in OBC that he told me "HE" was giving me in addition to the paid gratuities the agent told me about yesterday. He beat around the bush and told me that the $190 from "him" would pay for my gratuities.

 

I'm still pleased that I am getting the $190 to pay my gratuities, but annoyed that my TA told me that this $190 was from him.

 

Is this a usual situation?
