No, You need to do your research beforehand.

You can generally do a short walking tour on your own at most stops. but there are not a crush of taxis or peddlers trying to sell you an excursion.

Do the ports of the Inside Package have tour booths like in the Caribbean?
Are you asking about private excursions at the port docks? There is... but some of the docks are remote and you need to do some walking to get to the tour operators. Edited by xlxo

In Juneau - There are a lot of tour operators set up right in town. They even have a nice booth area. If your ship docks at the far pier, there will be a bus that takes you to town for free. Just get to town and look for them. Flight seeing tours, bus tours, hiking tours etc. Just about anything you want

 

There will also be some in Ketchikan just standing around the docks. Not so in Skagway.

 

As mentioned it is better to do your research ahead of time on Alaska and know what it is you want to do because there are not near as many taxis just sitting around waiting on the cruise ship passengers.
