Bonaire without doubt, the whole islands beaches are sanctuary, walk in diving and snorkeling every foot of the perimeter of the island. We have been there diving and it is phenomenal.

 

Had the most fun snorkeling with the Tarpon from our hotel dock, they were 6 ft long and follow you around like puppies:

 

This is a juvenal Jewel Damsel about 6 inches long
