Often they will text or email with boarding times by deck. Have never heard of the times being enforced.

Not for any of our Cruises no matter the embarkation port. It's like the MDR evening dress code. Suggested but not enforced.

If you board early (before noon) ,chances are you won't be able to get into your room. However you can go for lunch while you wait. There will be an announcement usually around 1 when rooms open up. The staggered boarding times are suggested to avoid long waits at check in.
