If you have purchased an excursion from Norwegian, it will tell you what time and where to meet. Yes, sometimes, it is a madhouse with everyone trying to leave at the same time. You can only take the elevator to deck 5 and then you have to walk down a flight of stars. Are ship was full and we never found it to crowded when disembarking. We also had a stroller with us. Yes, it is first come first serve. Only when Tendering would you need a reservation if you were trying to got off before 10.30AM. For this you would book the tender from either the Iconcierge app or interactive tv.s onboard the ship. If you any other questions let me know.
