We are docked only till 3 pm and will not have a cell phone.

Is it easy to get a taxi back to the cruise ship?

We are docked only till 3 pm and will not have a cell phone.

Not so easy as there's usually not lots of taxis just waiting around there, but the driver who brings you down will be more than happy to wait and return you to the ship... Leave plenty of time for your transfer, at least 1.5 hours each way... Enjoy.
