Drinks for young adult?? 18-20yrs

A friend of mine was at an event this evening and she came across a conversation with some others saying that "once the boat is out in international waters, parents can give written permission to Carnival that the 18-20yr old young adults can get alcoholic drinks". Is this true or not and has anyone had first hand experience with it?

21 and over is the drinking age. They can gamble at 18.

Nope. Carnival will flat out tell you that the drinking age on the ship is 21, period. Gambling age is 18. The ports may have a drinking age of 18, but back on the ship it will still be 21.

Three mainstream lines allow it with parental permission. NCL, Celebrity in Europe, Australia and South America, and MSC in Europe.

Other lines do I think, but Carnival does NOT. Drinking onboard is 21, but gambling is 18. However a large majority of the ports Carnival frequents have an 18+ drinking law so young adults will be able to indulge while off the ship.
