Does anybody know if it will be a problem if I take a few bottles of Crystal Light drops onboard? It seems like a gray area.

Not a problem at all. On my last cruise I took the little envelopes of Crystal Light that one would use to put in bottles of water. Took it right into the dining room and poured it into my water and voila, my drink. Not a problem at all. I never travel without them anymore.

If I bring the drops (i.e. liquid) does it need to be in my carry on or can I pack it safely in my luggage?

I would recommend bringing it in your carry-on in case it happens to spill. Put it in a ziploc, but it has a bigger chance of exploding in a suitcase that gets tossed around. That way, you can also use it right when you get onboard. It is so small that you can fit it in your carry-on easily. If needed, if it is between clothes in your suitcase, it should be ok.
