No, you book them when they become available. You’ll need to pay for them when you book them.

the same goes with beverage package up grades and special dinners as well as shore tours all billed when you make them

Is there a general time frame when they become available? We're still almost a year out but I would like to know about when they become available to book.

I don’t have a definite answer, I’d say start checking in your Cruise planner around 9 or 8 months.
